It's an overscan issue, when we update the F3 plugin this will be resolved by beeing bumped up a little bit
JPizzle 0 Posted August 30, 2014 if you are running FS3 adjust overscan settings in the FS3 settings area or on your tv

HELP The only solution right now is to use overscan on the tv if possible, or using a different tv that doesn't require overscan to be active

l2360 0 Posted September 17, 2014 yes i have the same problem. i asked for help somewhere else but got no useful replies. if it is something that is being worked on and patched in the future i am satisfied because the feature is not that important... /edit: i actually found a way to adjust my tv to show the missing part. but it would still be awesome if this was fixed. We'll make changes later on to make it show higher up... but... overscan doesn't quite work with how it's made... if your TV has video adjustment that's also a possible solution as you've already noticed... not many tv's have that tho :/
