i have done everything people tell me to do i have deleted my profiles and when i go to download one it gives me that error every time.

Then why are you trying to download your profile? JTAG/RGH consoles cannot go on Xbox LIVE by default, the connection is blocked completely with the default settings... you should download the profile on a friends console or using another console that isn't JTAG/RGH hacked, they can be transfered using a USB Memory for example...
