Gameboy Advance now for the Rom file can it say GBA File will it read it on the XeBoyAdvance on the Jtag

It should say that's a .gba file otherwise it won't pick it up.

I know you said it has to be .GBA File but will these Roms Work

The file extension is .GBA,  thus it's a GBA file. Change your explorer preferences to show file extensions and you'll get it.

If that's not still clear enough, yes, they will work.
