Yea I'm aware of that, you create programs to update jtag's / RGH , extract key vaults , CPU & GPU keys, tools to identify motherboard type, your programs are widely used by the mod community. I use them as well.

Off to updated old Jtag $_$

SWIZZY is trying to tell you need a JTAG/ RGH to install the XEX Menu file. You can not inject XEX Menu1.2 on to the retail hard drive an expect it to work.

Buy a JTAG or RGH

1st: turning the console on an off rapidly makes the problem worse, your basically making lag between the 2 connections-(console & public room)

2nd Turning the console on an off rapidly interrupts the shutdown an boot up process, just shut it down , let it shut down completely don't touch it ! After that boot it up, wait till the console completely boots up otherwise you will have problems. 

3rd sign in & join a public room via VADP.
