If your not sure how to install the mods here Is a little tutorial

Step one put the content file such as 64574ccc in your contents folder 0000000000000000\425307E0\00000002\ if you dont have the 00000002 folder just create one, then put all meshes, textures, sounds and etc in your fallout new vegas data folder then your done! If your installing for fallout 3 to the exact same but instead of 425307E0 put it in 425307D5 and put the extras in your fallout 3 data folder.
