I don't think it is possible (at least not without some modifications to the XEX). If the game was compiled using the 16537 SDK, there isn't much chance of it running on a lower kernel. To answer your question; yes you can downgrade your kernel... but... there are certain limits... every motherboard doesn't have every version supported, the same goes for the hacks... and, if you want to do retail there's even more limitations... you have to use a version that is within certain limits depending on your fuses...
