i made some research. im honestly saying i have 0 understanding in those things.... but maybe this might point you somewhere.

in my understanding best way to start making something you first need to decompile elf file, wich would let you to start remaking xex type. lol

heres few links for elf : http://psx-scene.com/forums/f98/how-do-i-go-about-decompiling-elf-26826/

http://www.backerstreet.com/rec/rec.htm

and for xex. http://www.xbox360xperts.com/forums/index.php?/topic/60-tuthow-to-decompile-and-modify-an-xbox-360-executablexex/

http://www.se7ensins.com/forums/threads/how-to-decompile-an-xex-in-ida.286460/

exe of mupen : http://mupen64.emulation64.com/down.htm

some aditional site lol : http://www.noxa.org/blog/2011/02/23/building-an-xbox-360-emulator-part-1-feasibilitycpu/

i wouldnt doubt exe  > xex (avarage)   rather then elf > xex (more harder i guess)

ps. the other way is downloading exe file and decompiling it then recoding and making to xex.

thats all

i hope this helps.

I'm not 100% certain, but you would probably need to port it to C# or C++ and compile it using the SDK/XDK.
