I did. It didn't work.

I downloaded all the title updates, and set TU#13 as active. But when I open system link, it says TU#0. I deleted all the title updates, cleared the cache, restarted the console, and downloaded them all again and selected the latest one, but the problem didn't go away. Does anyone have any solutions?
