Not an FSD Issue really. The issue is with your network. If you have other devices connected to the wifi that are downloading stuff that will slow your wifi down, if your xbox is the only thing connected to it then your xbox should have a good steady 4mbit at all time. If the problem continues, just use Ethernet or consider a better router.

Do the avatar items not need to be in their proper paths instead of your own custom path. I'm not aware of any avatar update issues, if you knew that avatar items were being updated it'll say it on the official xbox "Updating avatar items" if you remember that a few years back.
