Has it worked before? if not; you need to read up on the forums here for troubleshooting tips, generally it's connectivity issues, maybe you didn't open your ports properly? maybe your ISP is having issues?

Tell us the EXACT name of the CODs you tried.

In Black Ops 2 for example you should use Title Update 18, because the most players have it.

but i know the problem when i change the ending port to 3071 and starting port to 3072 

this shows up 

"the ending port value should be grater or equal to the starting port"

Starting port should be the lower number (3071) ending port should be the higher number (3072) the error message even tell you that! how can you not understand that?? and... it's logical that it starts in the lower range and goes up, not the other way around...
